The Chernivtsi-based NGO ‘Zakhyst’ is announcing a tender for the procurement of a vehicle equipped to transport people in wheelchairs
We invite suppliers to submit tenders for the supply of one minibus equipped to transport people who use wheelchairs.

Key terms and conditions

New or used vehicles manufactured no earlier than 2016 with a mileage of up to 250,000 km are permitted.
• Place of delivery: Chernivtsi. Delivery at the Supplier’s expense.

• Accessibility equipment must already be installed and certified.
• The design must allow for the installation of manual controls. The cost of this kit is quoted as a separate option.

The participant, its beneficiaries and directors must not be on any EU, UN or Ukrainian sanctions lists, nor be associated with an aggressor state. Conflicts of interest with the Client are not permitted. Experience in supplying or adapting vehicles for people with disabilities is an advantage.
What to submit

2. A table of compliance with technical requirements (Annex 1).
3. A technical description, a diagram of the interior and at least 10 photographs.
4. A letter of guarantee regarding the delivery timeframe, warranties and the service centre.
5. Registration documents and a declaration confirming the absence of any conflict of interest or sanctions-related restrictions.
The proposal must remain valid for at least 60 calendar days.
How proposals will be evaluated
Proposals that meet all mandatory requirements and fall within the budget will be evaluated on a 100-point scale:
• price: 50 points;
• technical advantages (number of seats, age and mileage, lift, interior height, environmental friendliness, independent heater): 35 points;
• warranty and service: 10 points;

The winner will be determined by the tender committee based on the highest total score. In the event of a tie, preference will be given to the lower price.
